MERRYWALKS could receive a new lease of life, if plans to build a giant retail outlet near McDonald's are given the go-ahead.
Developers Steeple Court hope to demolish the Cotswold Indoor Bowls Club and build the three-floor, 2,560 square metre brick and glass centre.
But councillors are concerned that it could cause congestion and are insisting it is put on hold until parking issues are resolved.
Plans for the outlet, which is expected to create between 80 and 100 new jobs, provides parking for just 24 vehicles, including four disabled spaces and cycle provision.
It was refused planning permission in November last year on the grounds that the car park was insufficient and the driveway could not safely accommodate delivery lorries.
But developers have resubmitted the application, proposing a direct pedestrian link to the town centre through the railways arches, complete with lighting and CCTV.
Politicians greeted the plans with initial enthusiasm at Stroud District Council's development control meeting yesterday, Tuesday, saying the complex would be greatly beneficial for the area.
They voted in favour of working with Steeple Court to resolve concerns over congestion.
"If we were to just give this permission without allowing officers to negotiate improvements it would be totally irresponsible," said Cllr Paul Smith (Lib Dem, Wotton-Under-Edge).
But other councillors disagreed, arguing that the nearby multi-storey car park would solve the problem.
"This site has been idle for far too long," said Cllr Ray Appleby (Conservative, The Stanleys).
"Now it needs building on without any delay."
