How can someone drive so badly that they cause a car to overturn in a 30 limit. Some people shouldn't be allowed to drive.

You may be right, however the story does not tell us enough facts to judge if the lady concerned was a poor driver, for all we know she could have been avoiding another vehicle or pedestrian.

You can easily flip a car doing 30 if you hit the kerb wrong.
