ON WEDNESDAY, November 11, GCC’s Cllr Mark Hawthorne could have got public acclaim for having the wisdom to exercise due diligence by turning down the latest £17 million demand from UBB for its expensive, high carbon, relatively low performing incinerator proposal.

Around a hundred people attended a demonstration at Shire Hall, with Jojo Mehta of GlosVAIN saying that GCC had no social licence to build this toxic incinerator.

The Community R4C alternative recycling plant is a no brainer.

So, I propose that GCC decides positively to give the opportunity to Community R4C to develop plans, with a business plan including a risk analysis to present to GCC councillors and the general public by the end of January 2016 for a decision.

Then if feasible, R4C can implement the recycling plant at a total cost of £15M , with up to £10M savings per annum compared with UBB’s white elephant incinerator.

Community R4C will invite the public to invest with a community share offer, thus demonstrating the level of local public support.

This will save our money, save the environment and deliver a local green social business innovation we can all be proud of.

Voters and council tax payers will welcome GCC’s decision to give Community R4C the time and opportunity to get their plans investment ready.

Which in turn could mean we can save frontline services and even perhaps pay less council tax.

Conservative voters traditionally value good business sense, Labour voters value prudence and co-operative community investment into common services and Greens will value the greater environmental benefits of R4C.

Small business people like myself are aghast at the profligate handouts and 30 year guaranteed profits to UBB that GCC’s councillors Mark Hawthorne and Ray Theodoulou are apparently giving, whilst services are being cut.

We would celebrate GCC getting real on what looks like the least cost, most public benefit, quicker to build option of Community R4C’s recycling plant.

It’s just good business.
