A STROUD resident who hoped to extend his house, has had his plans rejected by both Stroud District Council and The Planning Inspectorate.

Mr Doug Hawkins of Trailend, Cowle Road, Stroud was told by Stroud District Council (SDC) in March that the height and nature of the extension would have an overbearing effect on 2, Bowbridge Road (next door).

Mr Hawkins appealed against the decision by SDC, referring the case to The Planning Inspectorate.

In his letter of appeal, Mr Hawkins said: “I’m appealing against the Councils decision to refuse permission.

“I, along with my architect, three local builders and the Stroud planning department, think that the proposed extension is of an appropriate design and appearance which is respectful of the surroundings.

“We also believe it would cause no unacceptable adverse effect on the amenities of the neighbouring occupants, being as it is some two metres from their boundary and approximately eight to nine metres on a roughly 45 degree angle from their nearest window, which is approximately 1.8 metres above our ground level.”

However, on Friday, June 23 an Inspector appointed by the Secretary of State for Communities and Local Government rejected the appeal, stating the proposed extension would make 2, Bowbridge Road a less pleasant place to live.

The Inspector said: “By reason of its scale, bulk, height and close proximity to the boundary, I take the view that this large proposed extension, notwithstanding its’ staggered juxtaposition and level differences, would make 2, Bowbridge Lane, a far less pleasant place in which to live.

“The proposed extension would bring high and bulky development unacceptably close to a large window serving the dwelling’s main habitable room; it would be so noticeable from No two’s bay window, terrace and garden that it would prove excessively dominating and oppressive to its residents. The extension, if built, would understandably be perceived as overbearing by No two’s residents.”
