A PLAN to convert an office building in Pill, Newport, into an education centre has been refused over flooding concerns.
The proposal would have seen the vacant unit at the Evtol Trading Estate in Frederick Street converted to a centre providing maths and English tuition for six to 16-year-olds during the evening at on weekends.
But Newport City Council refused the application after Natural Resources Wales said the site would be "highly vulnerable" to flooding and the application contained to no measures to mitigate the risk.
