SDC achieve first fly tipping prosecution


STROUD District Council achieved its first successful team prosecution for fly tipping.

The case was brought by the council’s new corporate enforcement team against Gillian Woodcock of Kingsway, Gloucester at Gloucester Magistrates’ Court on Friday, January 29.

Mrs Woodcock was ordered to pay SDC costs of £375 and was issued with a 12-month conditional discharge after she pleaded guilty to the charges.

On June 19, 2009 a council employee witnessed Mrs Woodcock unloading corrugated plastic sheets from a trailer attached to her vehicle and then dumping them under a no tipping sign at a lay-by on the B4008 in Stonehouse.

The employee recorded Mrs Woodcock’s car registration details and reported the incident.

Made up of officers across the council, the corporate enforcement team worked together to gather strong evidence against the accused and were then able to instigate court proceedings.

Councillor Joe Forbes, cabinet member for community services at SDC said: "We take the issue of fly-tipping very seriously so we are pleased with the outcome of this case.

"The success of this prosecution is testament to the combined skills of our new corporate enforcement team and shows the excellent way in which officers across the council are working closely and effectively together."

SDC launched the corporate enforcement team in November 2007 under the Clean Neighbourhoods and Environment Act (CNEA) 2005.

The team can now issue fixed penalty notices to deal with a number of antisocial and environmental crimes.
