MADAM – Week in and week out, your columns are occupied by people angrily spitting fire at one another over a problem that should never even exist – unconstrained house building.

The subject was neatly encapsulated last week by your correspondent Ivor Duarte.

He rightly concluded that the problem boils down to uncontrolled population growth on the part of incomers whose very purpose that is. This could be solved by the type of control everybody understands – financial. There should be reduced assistance for the second child and financial penalties for the third and beyond.
