MADAM - While walking on Minchinhampton Common, I passed the dog waste bin near the Halfway House. Do we blame the minority of dog walkers, who presumably think it is entirely the council’s fault for not emptying the bin and are obviously happy to leave disgusting litter, or do we blame the council, always a convenient scapegoat?
