Road perils of horse manure
MADAM - Good evening, the time is 19:43 and I have driven from King’s Stanley to Bridgend and my car is covered in horse manure equivalent to 20 dogs and has taken 30 minutes to clean.
What penalty do Stroud council put on horses fowling the highway?
Is it the same as dogs?
If not why not?
