'HIGH QUALITY' apartments could be built on a vacant site in Newport which neighbours say has been prone to fly-tipping.

Plans have been lodged to build 10 new flats with off-street parking on land at the junction of Lilleshall Street and Corporation Road.

The site is currently waste land with redundant advertising billboards having been there for around 20 years.

The development would bring 10 "high quality and generous sized apartments", along with off street parking, bin storage and secure cycle storage.

Each apartment would have its own private parking space under the application submitted to Newport City Council.

But the council's waste services department has objected to the plans.

In its objection, waste and recycling strategy manager Silvia Gonzalez-Lopez writes: "The developers are proposing 10 recycling boxes which is inadequate and not suitable for this type of dwelling."

Ms Gonzalez-Lopez says the developer will need to make provision for wheeled bins for recycling.

However, a design and access statement says the development would improve the area.

"The locals who live in Lilleshall Street have informed us that the site has always been prone to fly-tipping and has always been overgrown and left untidy by the previous owners," it says.

"The development of this site into a high quality residential scheme providing 10 good size homes will be a very positive contribution to the locality and the area as a whole."

Under the plans, the development would seek to acknowledge the historic character of the area and the Victorian style that is predominant.

The proposal includes the creation of a new "pavement crossover" to form a new vehicular and pedestrian access on to the site.

It is considered there would be little impact on the road network.

The site, situated around 335 metres north east of the River Usk, is said to provide easy access to the city centre via Corporation Road.

Numerous housing developments have been completed along the bank of the River Usk in the last 10 years, and a large development has recently been completed 120m away, known as Loftus Gardens.
