At a hearing at Cheltenham Magistrates' on Tuesday, the court was told Palmer was found to have 66 micrograms of alcohol in 100 millilitres of breath, the legal limit being 35 micrograms.
All the offences occurred on January 18 at Wotton-Under-Edge and Innocks Estate, North Nibley, the magistrates were told.
The car Palmer took was a BMW 520d.
