There are long queues of traffic outside Thornbury's SortIt Centre, with waits of up to two hours being reported.
Cars waiting to access the recyling centre on Short Way are backed up as far as Cooper Road.
A post on the South Gloucestershire Council StreetCare Facebook page stated: "Please do not join the queue if it means you have to wait on Cooper Road to allow local businesses to operate.
Either come back later when the site is quieter or use the other sites at Yate and Mangotsfield to dispose of your waste."
The Yate and Mangotsfield sites are also very busy today.
As of Thursday all three sites are accepting the normal range of waste and recycling, apart from clothing and textiles.
They are open from 6am-6pm but only open for people who cannot safely store their waste at home.
The recycling centre in Little Stoke remains closed.
