Police discovered barrels of stolen oil in the back of a van stopped on a Gloucestershire road last night.
Officers stopped and searched the large blue van on the A429 as its occupants were casing another property.
They found a number of barrels hidden inside.
Gloucestershire Police say two men have been handed to Wiltshire Police.
In a tweet from Cotswold Police said: "Cotswold Neighbourhood Policing Team have stopped a vehicle on the A429 filled with barrels of stolen oil while it was casing another property.
"Two males have been arrested and are being handed over to Wiltshire Police."
