Police arrested a 40-year-old man in Cheltenham on suspicion of indecent exposure after he was detained by a member of the public.
Officers were called to Telstar Way shortly before 4:30pm on Friday after reports of a man exposing himself but were unable to locate him, only to then receive a similar report from Benhall Park.
They attended the scene, arrested the man and took him to police custody for questioning.
Gloucestershire Constabulary are appealing for anyone who has relevant dashcam, CCTV or doorbell camera footage to contact them.
Investigating officers are also keen to hear from anyone else who may have seen a similar incident on Friday.
Anyone with information or footage who has not yet spoken to police is asked to submit information to Gloucestershire Constabulary using an online form and referencing incident 331 of May 14.
Information can also be given to police by calling 101 and quoting the same incident number.
